I want to make it abundantly clear that it was not my or our Intention to endorse Dr. Johnsons report to the Conciliation Commission on the results of his mission. or to support his proposals for a solution to the Arab refugee problem. In short. the subcommittee did not put its stamp of approval on the Johnson plan. Mr. President. as all of us know well. the future peace and stability of the Middle East require a solution to the Arab refugee problem. Isolated treatment of the problem is not. however. the answer. It is illusory to assume that a solution can be manufactured and simply imposed upon the situation. The refugee problem can be solved only in the context of a general peace settlement between Israel and her Arab neighborsa settlement which necessarily must recognize the rights of Israel and guarantee her integrity as a nation.
