By providing a national sounding board for the migrant worker and those concerned for his welfare. the proposed National Advisory Council on Migratory Labor. if properly manned and staffed. can become the instrument for genuine and lasting solutions to many of the serious problems surrounding the seasonal employment of labor in agriculture. Mr. President. the administration has recommended enactment of the proposed legislation.
