In this instance. the responsibility clearly lies with the States. and the Congress should not legislate in this field. The number of migratory workers in the United States is declining. It will decline more and more as the technology of science is applied to the tilling of the soil and the reaping of the harvests. The more machinery and implements that are developed to do the job which previously was done by human hands the fewer the number of migratory workers will be. I view it as a declining problem. It is my fervent hope that the Senate will not act favorably in the matter of legislation for migrant workers children at this time.
