They are the States that have the resources to take care of their educational needs. In my considered opinion. the impetus for taking care of these educational needs should come from the States. It is in the wealthiest States that most of the migrant workers are located. This legislation would be an instance of the poor States being taxed to meet the problems of the wealthier States. Indeed. these migrants are used for the benefit of the economy of the States in which they work. This problem should be regarded primarily as the responsibility of those States. I think .they should meet that responsibility. it is not a question of need. but a question of where the responsibility lies.
