Congressman MORGAN. who succeeds the late Congressman WALTER. as the dean of the Pennsylvania delegation in the U.S. House of Representatives. in his remarks concerning the passing of our outstanding former colleague. When I was first elected to the House I was assigned to the Judiciary Committee as the only other Pennsylvanian beside Congressman WALTER and I watched his work as chairman of Subcommittee No. 1 on Immigration and Naturalization and was greatly impressed with his proficiency and great effort in this field. I also observed his work with the Pennsylvania delegation which was consistent. cooperative. and fair. I watched him in his work which resulted in the passage of the Delaware River Compact Act and for which he is entitled to a great deal of credit.
