Let me bring the issue into sharper focus. we in Government believe that our people must be more adequately informed so that their attitudes and reactions will be based upon reality. When we speak of compassion of Government and men toward our fellow man we need go no farther than this city. For here in this State and city. government. and private persons have demonstrated their acceptance of the plight of the unfortunate Cuban refugee who has been granted asylum from tyranny and communism. As to them. both government and people have enforced the law with understanding and sympathetic compassion. The eyes of the world are focused upon us today. They test our tolerance and attitudes toward those who seek asylum from communism. And here in this very city. the United States of America has telescoped its answer. It has manifested and proved to the world that we are tolerant and helpful. The true spirit of America and Its patriotism which was so aptly exemplified by the Founding Fathers of this Nation has been shown again in Miami. The fire and the passion for liberty and freedom which the refugee has is known only too well by Americans. for we too have shed blood for such causes. When the Castro regime in Cuba began to show to the world first Its adherence then its adoption of Marxism and Leninism. this country of ours gave refuge to those who fled from that land of tyranny. As of December 31. 1962. there were 153.520 Cubans in the United States in temporary status. Included In that group were 91.621 who had been paroled into the United States as refugees from Cuba. The others had been in the United States but could not return because of their rejection of Castro and his regime. You will recall that on December 29. in this city. speaking to the released Cuban prisoners of Brigade 2056. our President said: "I assure you that it Is the strongest wish of the people of this country that Cuba shall one day be free again." When that day arrives. you of this city will long live in the hearts and minds of all peoples because at a time of need you unselfishly .gave shelter and comfort to these unfortunates.
