This was exemplified by our own President when at the dedication of Dulles International Airport at Washington. D.C.. on November 17.1962. he said: "Most of all. I want to commend those who will be working here. those who fly our planes. those who man those planes.. those members of the Immigration Service who will be the first American that visitors will see here in the United States. and I hope it will be possible. building on what has been done here at Dulles Airport. that we will make sure that all of our airports and all of our piers at the seas. and all of the people who work on them. show a face of America to the world which is our best face." These are the Immigration inspectors and especially the corps of Immigration receptionists. It is of interest to you that we have placed a number of them at the Miami International Airport because this city is the gateway from Central and South America. When we think in terms of the millions of persons who are examined each year by the Service. and compare It to the few stories which appear In the press which indicates a lack of understanding or compassion for the individual. the true measure of the application of governmental commonsense is revealed.
