The statements. like the men who utter them. are perishable. The case for U.S. policy is that it seeks to create an international order that will endure. Thus. policy must be allowed to proceed on an even course. unimpeded by the excesses of fallible men. Quite apart from the EastWest struggle. a number of international disputes remain to threaten world peace. The Palestine refugee question is one. Of them all. the conflicting claims of India and Pakistan to the state of Kashmir is perhaps the most nearly insoluble. The position of the United States on the Kashmir question corresponds to its position on other outstanding international disputes.
