Not one opponent of this bill. however. has stated that legislation of the type herein contemplated is not necessary. nor was the necessity for Federal action in this field directly challenged. The need to protect the migrant child was endorsed on both sides of the aisle. The need to keep our legislative efforts consistent and current with the growth and development of factories in the fields was not disputed.
