The Senator from Louisiana is caricaturing the situation. The people in Hong Kong are not American citizens. As I understand the immigration laws. not more than 100 Chinese may be admitted into this country in each year. I do not believe there are any claims from Chinese. My amendment is restricted to people who suffered in Nazi prison camps and in concentration camps and who came close to dying from the tortures inflicted upon them by the Nazis. but who at the end of the war. after they were freed. came to the United States. We have taken German property. and very properly so. and we will use it to compensate American citizens.
