This was a beginning. and it has been augmented over the years by the additional efforts of other church and private groups. I observe in the Chamber the distinguished senior Senator from Florida . who has shown great interest in this program. I have seen in his State some of the examples of a truly great humane work by church people and others who have brought day care to the children of migrant farmworkers. Nonetheless. as we view the condition today. the program still amounts to no more than a beginning. Fortyone years later. there are still parents in this great Nation of ours who have no where to leave their children except in a wideopen field or an unkept. unprotected. unsanitary camp. In the entire Nation. there are only 24 daycare centers. licensed by State agencies. which primarily serve children of migrant families. The combined aggregate capacity of all 24 centers would probably serve less than 1.000 children. Many States have rightfully become alarmed at the lack of daily supervision and have established daycare centers for migratory children on a pilot project basis.
