An estimated 100.000 to 150.000 young children accompany their parents in the migratory stream each year. We have reason to believe that far more than half of these children. perhaps as many as 70.000. are under 6 years of age. The concern for this problem goes back four decades. December 1960. submitted to Committee on Appropriations. U.S. Senateof the Childrens Bureau of the Department of Health. Education. and Welfare. a church group in 1921 opened an experimental daycare center in Maryland which filled a gaping need.
