The latter attempts to prescribe the qualifications for votinga prerogative of the States. under article I. section 2. of the Constitution and the 17th amendment. There are other amendments before us. One has been offered by the junior Senator from South Dakota . I have proposed an amendment which I believe to be constitutional. and which goes directly to the application of literacy tests and their use as discriminatory vehicles. Senator CASE of New Jersey. has suggested the possibility of other amendments. In 1957. and in 1960. we were able to secure the passage of civil rights legislation after full debate.
