I said I would vote against cloture at this time because. believing the amendment unconstitutional. the subject should have fuller consideration. I may say here that it was only after more than a week of debate. and after I had had an opportunity to hear part of the debate and to read all of it and to study the cases. that I reached my own decision. But I also said last Tuesday that appropriate legislation could be enacted by the Congress. under the 14th and 15th amendments to the Constitution. to strike down the discriminatory application of literacy tests. My amendment would do this. Again I make a distinction between the amendment I offer and the one before the Senate.
