President Eisenhower authorized training of Cuban refugees but. as he has told me himself. he did not authorize any invasion plan. and he has indicated to others. and I might say without quoting him. he has indicated to me that as the Commander in Chief of the United States he would never have gone about the invasion the way it was done by an inexperienced young exlieutenant commander or lieutenant.
