My colleague from New York has referred to campaign statements of the President. I point out that the Democratic platform on which this administration was ostensibly elected to office. laid down the following principles for Mideast policy: In the Middle East we will work for guarantees to insure independence for all states. We will encourage direct ArabIsrael peace negotiations. the resettlement of Arab refugees in lands. where there is room and opportunity for them. an end to boycotts and blockades. and unrestricted use of the Suez Canal by all nations. . Direct negotiations are a prominent part of that program and now they are directly repudiated. There is no mention of "evenhandedness" in that statement. no hint of censure of Israel. no suggestion that we would shortly be appeasing the Arab States as fast as we could.
