Mr. Speaker. following is one of the most interesting and sensible letters I have received since coming to Congress more than 9 years ago. It is a realistic appraisal of American views on the question of colonialism and is all the more interesting because it comes from a naturalized citizen. Some of our State Department representatives who engage in a discussion of colonialism as the fashionable topic of the day might do well to consider the commonsense expressed in Mrs. Kouts letter. It is important that we focus the spotlight of truth upon the "Myths of Colonialism." Certainly we should not endorse it. but we should ever be careful that we do not accept something worse as its alternative.
