I believe that it is also significant. as the article points out. that the Cuban Government is creating a Communist no mans strip completely around the boundary line on the U.S. base at Guantanamo. Obviously. Castro expects that there will be eventually a flow of refugees from his police state to the sanctuary of the American base. He is taking this means to isolate the base and to block the refugees. As the article points out. it is only logical to expect that communism. both in Cuba and elsewhere. is going to increasingly demand the ousting of the United States from the Guantanamo Base.
