Some charged that President Eisenhower was playing electionyear politics in requesting such legislation. but the truth was that he had sent similar messages and legislative proposals to Congress ever since the first year of his administration. I had hoped for favorable action on the problems contained in S. 551 and S. 552 in the present session. I have been working for these goals for many years. But as the hour for adjournment of the 1st session of the 87th Congress approaches. all we can point to for immigration legislation is S. 2237. enacted last Friday. This is a familyreuniting and alien orphan bill. and it does some helpful things in those limited areas. But it is more of the piecemeal legislation. which does not really solve the fundamental problems.
