I think the Senator has made clear what he has just said. which puts it completely in focus. In that sense we disagree. I believe that. until the Senate turns down one or more of these bills which come to it at the end of the session. we are not going to get any fundamental revision of the immigration laws. The Senator from Rhode Island disagrees with me. What is going to happen is precisely what the distinguished Senator from Rhode Island expects. There is obviously no support on the floor for doing anything other than accepting the conference report.
