President. the possibilities of working out provisions somewhat along the lines of those contained in the Keating amendment were discussed. not only in the subcommittee. but in the full committee. The Committee on Agriculture and Forestry could not arrive at a solution of how the amendments could work. The members of the Committee on Agriculture and Forestry and those who are supporting the bill certainly have no desire to hurt American migrant labor. Nobody thinks they are getting as much as they should or that their living conditions are all that they should be. But that has nothing to do with this bill.
