They are producers in areas in which farmworkers receive better treatment and more protection. The higher costs of these advantages make it difficult to compete with regions in which wages are unrealistically low because of the Mexican program. Many eastern farmers. including farmers in New York State. suffer because of the competitive advantage of regions in which a readily available supply of Mexican workers forces down wage rates. Wages for migrants in parts of the South and Southwest are as low as 30 cents per hour. The most common rate in Texas. Arkansas. and Tennessee is 50 cents per hour.
