Government is to assist foreignersand you have all heard this quotation many times in the last decade. "We cannot hurt our friends in Peru. Mexico. Canada. and Korea"-we must resort to some kind of subterfuge. Actually. there would be no need of distressed area legislation if our own policy had not made it necessary. The Congress was wrong in letting the Tariff Commission get out from under its scrutiny. All there is needed today is tariff and quota systems. but because this country has acted the way it has. there is nothing left but to subsidize the various areas that have been affected. Normally. I believe in free enterprise. but we cannot compete against these conditions.
