We should study actions ranging from a complete economic blockade to a mere holdup on deliveries from West Germany to East Germany. Economically it is the Communist states which are dependent on the West. not vice versa. Lack of economic opportunity plays a big role in drawing refugees out of the stagnant Soviet zone of Germany. Conversely. much of Berlins strength derives from the stable economy based on West German currency and economic policies. We must take no steps which would weaken the economic strength of Berlin derived from its ties with the West. and at the same time we must seriously consider how to derive the greatest advantage from our economic strength visavis the Soviet satellites.
