The hearings made that very clear. that the Director or the Secretary would not have that power. The legislation does give the Secretary the authority or the responsibility for encouraging simplification. reduction. or elimination of barriers to travel. and the facilitation of international travel generally. There was an objection raised concerning the language in the Senate bill. and I believe that this bill relieves any question that might be raised concerning this provision. It does not amend any immigration laws. It only empowers the Secretary or places the responsibility on the Secretary to coordinate. to encourage simplification. to do whatever he can to encourage people to come to this country.
