We have talked about the potential for tax revenue that is inherent in the bill. I do not want to belittle these things. but there is an even greater potential to the United States and to the people than the money that might be attracted by the very modest expenditure provided in this bill. that is. the possibility of bringing to our shores a large number of visitors. and this bill offers to us a vehicle which extends an opportunity for Europeans. Asiatics. Africans. nationals of countries everywhere around this world to visit the United States. It offers a potential vehicle for them to visit us in unit tous. lowcost tours. which would probably be the way most of them can travel.
