In reply to the gentleman from Minnesota. we should fully understand that the number of students getting loans can be increased. There is no limitation as to the number of student refugees coming into this country from Cuba. Who would not want to enter the United States as a refugee. or otherwise. to get a free education at American taxpayers expense? Furthermore. there is no guarantee that any of the loans will ever be repaid. The minute a stable government is reestablished in Cuba. it is only natural that the beneficiaries of our generous loan program will return to Cuba and if they have not repaid their loans before they depart our shores. the American taxpayer will be holding the proverbial sack.
