I have seen the program work. It is a farce. it is ridiculous. especially in California and in Arkansas. because those approvals are being automatically done. There is improper investigation. there is cooperation between the growers and the Department of Agriculture and the Department of Labor and Immigration Service. I would like to finish my statement. I shall offer an amendment and I would like to amplify my remarks. The American community rejects the idea that the power and authority of Government should be used in such a manner as to perpetuate a farm labor system that is based on poverty and destitution. not only at home but in neighboring countries as well.
