Personnel requirements need to be gaged to the size of the need and should not be just a sporting effort. There should. for example. be no inhibition about seeking appropriations for adequate compensation for services rendered. the draft deferment problem should be faced frankly. and new emphasis should be placed on expanding and improving our present educational facilities for training Peace Corps recruits. and others in existing organizations engaged in international service activities. Despite the support for encouraging foreign travel in the United States. there is a reluctance to deal with the vexing visa question which is in itself far more important than almost any other single factor in discouraging tourism to the United States. And there has been a strange silence in the administration. so far. on our immigration laws generally which are archaic. obsolescent. operating against the national interest and are racially discriminatory and unjustas well as on the admission of refugees and escapees into the United States. Finally. a most fruitful undertaking would be to enlist the powerful and vital U.S. private economy in all its branchesbusiness. labor. agriculture. and voluntary organizationsas the most effective instrument in the foreign policy of our country. In the field of foreign aid. the Presidents recommendations for longterm authority are certainly deserving of praise and support.
