Germany owed each of these men approximately $1.000 as unpaid wages for work performed for the German economy. as called for by the Geneva Convention Relative to the Treatment of Prisoners of War. of July 27. 1929. and for unpaid military pay to officers. as provided for in the said Geneva Convention. I shall not discuss this subject in great detail at this time. I simply call it to the attention of the Senate because it is my intention to press the matterin particular. to do one thing: We are going to appeal for help from the U.S. delegation to the United Nations. in order that the representatives of the United States in the Third Committee of the United Nations may be prepared to ask the High Commissioner for Refugees. at the conclusion of his forthcoming annual report to the Third Committee of the United Nations. to inform the Third Committee about the matter of Germanys debt to these stateless exprisoners of war. with which matter the Office of the United Nations High Commissioner for Refugees has occupied itself continuously for more than 8 years. All this material is a matter of record. and has been before these bodies. I think it is recognized that these persons are entitled to this pay.
