As a member of the Committee on the Judiciary. which passed upon the joint resolution. I will say that if my memory serves me correctly we did not fully consider the AsiaticPacific triangle. I think. therefore. we should not be bound by the report of the committee. The junior Senator from Colorado did not fully comprehend the problems which have been presented tonight by the able Senator from Hawaii. Therefore. I repeat. it is most important that we have debate on the floor of the Senate and that we not be bound by committee action or by committee reports. This is a new avenue of approach.
