There are only about three or four States in the southwestern part of the United States that use it. Let me remind you. there are a lot of farm products produced in States like New Jersey and Pennsylvania. I was conducting hearings a few.weeks ago on the farm immigrant labor childrens bill. and the Secretary of the Labor of the State of Pennsylvania testified that the 50cent prevailing rate under this contract for Mexican labor was 35 percent below the wage which they paid in New Jersey and Pennsylvania. Take the Jamaicans. the Barbados Islanders. and the Puerto Ricans. Their governments would not let them work for less than 75 to 85 cents an hour.
