Such reclassification will expedite the reuniting of certain families. The bill also provides for the granting of nonquota status to certain close relatives of U.S. citizens or aliens lawfully admitted for permanent residence who were registered on a quota waiting list prior to December 31. 1953. and in whose behalf petitions were approved prior to January 1. 1959. Approximately 57.000 aliens will benefit from this provision. This legislation is in accordance with the recognized principle of avoiding separation of family units. However. no change is made in the Immigration and Nationality Act relating to the basic formula for the establishment of quotas.
