These children. at best. face a difficult and uncertain future in their homelands. The plight of the mixedblood Korean orphan children. fathered by American military personnel. is still more difficult. It is my opinion that if it had not been for Harry Holt and his efforts. substantial numbers of Korean orphan children would never have been admitted to our country. Prior to July 1955. a total of only 35 Korean orphan childien were admitted during 2 years of operation of the Refugee Relief Act. Mr. President. legislation should be adopted to continue the orphan program on a meaningful basis. so qualified American families will have the opportunity to adopt foreign children.
