I congratulate my colleague. the junior Senator from Montana on his excellent presentation of the need for a prevailing wage amendment to the National Wool Act. I am happy to be a cosponsor of his bill. This measure will correct an intolerable situation which is now causing a loss of jobs and wages among sheepshearers. It will provide some protection for them. just as the National Wool Act now provides some protection to wool growers. This bill will deal with the unfair competition which sheepshearers must face in the form of migrant crews. who are forced to work in almost peonage conditions. The prevailing wage amendments to the National Wool Act will provide muchneeded fair labor standards in the sheepshearing industry. Mr.
