Speaker. some time ago when we were debating the extension of the Reciprocal Trade Agreements Act. a great many Members of the House raised serious questions about increasing textile imports from Japan. I particularly raised the question of velveteen imports. because one of the largest velveteen manufacturing plants in the United States was located in my district and had to cease operations of its velveteen production because it could not compete with similar velveteen being produced in Japan by. labor which received an average of 17 cents per hour wages. When we raised these questions and referred to what had already happened and then wondered what would continue to happen. we were assured by the administration spokesmen and by other advocates of the bill then before the House that Japan had imposed upon itself a voluntary quota restriction system which would keep Japanese textile imports to the United States at a moderate figure.
