The United States should take the lead in the United Nations for a reconsideration of the whole Palestine question. At the heart of all existing tensions in the Middle East lies this unresolved problem. So long as 1 million Arab refugees remain homeless. so long as the Holy City of Jerusalem is divided by barbed wire. and so long as United Nations resolutions are flouted. there can be no peace in the Middle East. The United States must make clear to the State of Israel that it will not be protected by us from the consequences of its own breeches of the 1947 U. N. resolutions. We should not countenance any military action to destroy the State of Israel. but we should. once and for all. put an end to the fallacy that the United States supports either the Zionist philosophy of unlimited immigration into Israel with its consequent expansionism. the defiance of U. N. agreements. or the Israeli refusal to accept responsibility for the Arab refugees. Fourth. A new Middle East policy must be based upon an affirmative attitude toward Arab nationalism.
