And this will require concessions on the part of both Israel and the Arab States. We can recognize the movement for Arab unity. and at the same time ask the United Nations to establish observers to dissuade attacks against the integrity and sovereignty of independent nations. We are given a chance to propose plans for development of the Middle East area for its refugees. in which all countries could join if they were moved to do so. However difficult the situation has been. and is. in the Middle East. we are required now to come to grips with the problems. I hope and believe that our administration will approach the summit meeting wholeheartedly. and will in an affirmative way lay before the United Nations and before the opinion of the world constructive proposals.
