Mr. Speaker. I take the floor at this time to speak out of order about a matter that has developed in the city of San Francisco concerning the Immigration and Naturalization Service. about which the papers of the country. particularly in our area. have been full. headlines and everything else. The subject of my remarks concerns a gentleman named William Heikkila. born in Finland. and brought to this country by his parents who were residents of this country when he was 21/2 months old. Mr. Heikkilas parents at the time of his birth were visiting their native Finland. Heikkila is now 52 years of age. still not a citizen of the United States.
