By 1961 It is anticipated that the nationwide irrigation program will have fully exploited all available indigenous sources of water. The project envisions the channeling of the River Jordan and its tributaries. which can supply onequarter of Israels annual requirement. But the Jordan River irrigation project is inseparably tied in with the complex question of ArabIsraeli relations and a resolution of this stalemate might open the way for further discussion of regional development and the Arab refugee question. The completion of the irrigation project is predicated upon an agreement with the neighboring Arab State of Jordan for the harnessing of the Jordan River waters. There is not sufficient water in the Jordan to satisfy the demands of both Israel and the Hashemite kingdom of Jordan.
