Mr. President. I wish to invite attention to a provision of the bill to which this conference report relates. found on page 42. lines 2 to 6. wherein it is stated: In determining whether or not to continue furnishing assistance for Palestine refugees in the Near East the President shall take into account whether Israel and the Arab host governments are taking steps toward the resettlement and repatriation of such refugees. Mr. President. for the purpose of discussion of the conference report I wish to state that I consider this the most nettling and difficult problem in the whole Middle East situation. and perhaps the key to peace there.
