It seems clear that the use of the words "certain persons" includes noncitizens. Thus. the commission would be required to investigate allegations. if made. respecting the treatment of alien immigrants. If the Commission received allegations that Mexicans brought into this country to do stooplabor in the Western States were being subjected to unwarranted economic ostracism because of their national origin. it would have to investigate those allegations. In this instance as in others. examples could be multiplied. but I do not want to take the time now to stress the point any further.
