Do we leave them helpless. if they get no support or attention from State authorities? They are citizens of the United States. Do we abandon them? I cannot imagine it. under the 14th amendment. which provides that all these people. born and naturalized and subject to the jurisdiction of the country. are citizens of the State in which they reside and citizens of the United States of America. They deserve the protection of the Federal Government. Once there was a theorybefore it was struck down by the Supreme Courtthat the only way a citizen could contact the Federal Government was through the intermediary of a State.
