When the 13th amendment was adopted and struck away slavery. the Supreme Court itself said. after surveying the scene. that it was not enough. Then came the 14th amendment. That conferred dual citizenship. and we so often forget it. The 14th amendment states that nativeborn and naturalized citizens of this country are citizens of the United States and the State where they reside. They have a twofold citizenship. What the Congress deals with is the capacity of a citizen as a citizen of the United States under the Constitution.
