I ask unanimous consent to have printed in the Appendix of the RECORD an editorial which appeared in the New York Times of July 5. 1957. entitled "Hope for Refugees." which endorses the bill which I have introduced. with the support of the Senator from Rhode Island . the Senator from Ohio [Mr. LAusCHE1. and the Senator from Minnesota . I should also like to point out the significant contribution made by Congressman FRANCIS E. WALTER of Pennsylvania in the development of this important legislation. His long experience in this field and knowledge of it is amply reflected in this measure.
