What this measure seeks to do is to alleviate some of the family tragedies that arise through the very earnestness of these United States in meeting emergencies. It would unite separated families and give consideration to orphans who have the promise of loving homes in America. It would help a small number who find themselves homeless and stateless in the cataclysm of their former world. It would apply American standards to cases that call for equity and justice. It would not open the gates to a greater number of immigrants than these United States have calculated they can absorb. The measure is not omniscient. but it is important in these difficult times. It is a gesture of friendship when the United States emphasizes its desire to be friends with a peaceseeking world.
