I read the 14th amendment. My limited knowedge of constitutional law reminds me that at one time the 14th applied to persons. to peoplepeopleor. as my distinguished friend. the majority leader. said the other night in jest and fellowship. "peepul." SECTION 1. All persons born or naturalized In the United States. and subject to the jurisdiction thereof. are citizens of the United States and of the State where in they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States. nor shalt any State deprive any person of life. liberty. or property without due process of law. nor deny to any person within its jurisdiction the equal protection of the laws. There is enforcement machinery written into this amendment. such as denying States representation in the House of Representatives under certain circumstances.
