The bill is designed to discontinue any deportation proceedings and to cancel any outstanding order and warrant of deportation. warrant of arrest and bond. In introducing this bill. Mr. President. I wish to state that I am concerned to note that on one occasion Mr. Seligson refused to take the stand and testify that he had never been a member of the Communist Party. I wish to make clear at the outset that I hold no brief for his refusal to take the stand at his Ellis Island hearing in 1954.
