The January 1957 estimate of the Department of Labor places the number of unemployed now in the United States at 21 million. To be eligible for inclusion in this category. as I understand it. a person must be not only unemployed. but physically able and willing to work. With the wholesale admission of refugees. it is inevitable that competition for existing and future employment opportunities must arise between residents of this country and the new arrivals being admitted on an emotional basis. To be good and useful citizens of this country. people admitted to this Nation must be given the opportunity to find gainful employment. adequate housing. and other necessities. But our primary responsibility is to the people already here.
