If there is any order or soundness of procedure in that kind of approach. we may as well do away with our rules. We are dealing with a subject matter which is fundamental to the growth. the progress. the peace. and the continued prosperity of our country. and I refer. of course. to the troublesome question of immigration. The question ought to be studied and we ought to be given the chance to explore the matter thoroughly.
